Report on Ordinance /4 of 1907.

I have examined the accompanying Ordinance, entitled

An Ordinance to amend and consolidate the Law relating to Reformatory Schools,

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

This Ordinance is based mainly on the Industrial Schools Bill which is set forth in Appendix II to the Report to the Home Secretary by the Departmental Committee on Reformatory and Industrial Schools, published in 1896. (C-8204) (Volume 1).

Certain provisions, however, of the Ordinance are new and are so marked with red ink in the margin to the Bill, down the side of which marginal notes to all the sections will be found.

I may explain that the initials, I.S.B., in the marginal notes refer to the Industrial Schools Bill above referred to.
