I have examined the accompanying Ordinance, entitled
An Ordinance for the Naturalization of Lau Yat Tsün, alias
Lau Ng, alias Lau Man Kwong, alias Lau Ng Wo, alias Lau Hok

and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions,
