In reply to Your Excellency's letter No.157/3 of 13th instant, enclosing copy of a letter from the Chairman of the Hongkong and Whampoa Dock Company, Limited, with reference to the conditions of transfer of land for the proposed new dock, I have the honour to acquaint Your Excellency that, as regards the first condition it does not appear practicable to come to a more definite understanding until something is known of the plans of the proposed dock. The Naval Authorities are prepared to meet the Company's wishes in every possible way, and I would suggest that the plans should be submitted for examination so that an idea of the proposals may be gathered.

As regards the third condition, I must adhere to the view expressed in my previous letters, that this condition must necessarily be insisted on.
