I have the honour to acknowledge the receipt of your letter No. 1928 of 7th instant, enclosing copies of two letters from Commodore Powell dated respectively the 8th ultimo, and 1st instant, concerning the conditions of transfer of land for the proposed new dock, the contents of which have received the very careful consideration of my board. In reply, I beg you to inform His Excellency the Governor that with regard to condition 1, while my Company promises to meet the wishes of the Naval Authorities as far as practicable, we cannot engage to make every alteration should the plans submitted not prove satisfactory to them. With regard to condition 3, we should prefer not to give an answer until we hear from you as to the remaining points in dispute i.e. conditions 5 and 7 and can then judge the matter as a whole. We are very desirous of settling this question without further delay and I may say that if condition 3 were the only point left between us unsettled I would, rather than lose more time, advise my colleagues on the Board to give way on this item.
