I have the honour to forward herewith an application from Mr. Sercombe Smith for the post of Puisne Judge in the event of a vacancy occurring in that Office.

Mr. Sercombe Smith was appointed to the Colonial Service as a Hongkong Cadet in 1882. He has been called to the Bar and holds the degree of LL.B. of London. He has on four different occasions acted as Puisne Judge and has always discharged the duties of that post in a manner most satisfactory both to the Government and to the General Public.

I consider Mr. Sercombe Smith well fitted for the post of Puisne Judge both by training and experience and I have, therefore, much pleasure in recommending his application to your favourable consideration.
