Mr. Scrcombe Smith is a cadet officer. If he could be appointed in the event of all. Wise's receiving promotion, it would be some compensation to the cadet service for the fact that the PMG's shift has been filled by a non-cadet.
(But there is no great hardship in the latter arrangement; promotion is rapid in Hong Kong.) I gather from minutes on 32498 that Mr Wise will not be promoted yet.
