Gentlemen,

I am directed to inform you that His Excellency the Governor has approved of your being entrusted, under the supervision and direction of the Director of Public Works, with the engineering of the new Kowloon Water Supply Scheme.

This matter formed the subject of a letter addressed to you by Mr. Ormsby on the 12th February last.

As therein stated, it is on account of Mr. Gibbs, who is a Member of your Firm, having been engaged on the preparation of the scheme, whilst an Officer of this Department, that this arrangement has been proposed and it must be clearly understood that that gentleman is to take the principal part in carrying out the duties entrusted to your Firm.

Should he desire to absent himself from the Colony during the progress of the works, it will be necessary for him to obtain the consent of the Director of Public Works in the first instance and to obtain approval of the arrangements which he may propose for carrying on the work during his absence.

To avoid misunderstanding, I may recapitulate the duties and terms of your appointment.

You are to do all surveying and levelling that may be necessary, in addition to what has already been done, supervise the taking of borings, if required, prepare preliminary and contract plans, detail drawings, specifications, Bills of Quantities and Estimates for all work required in connection with the scheme.

You will also be required to prepare Indents for the materials to be obtained from England, to inspect them on arrival and make arrangements for their delivery and transport, to measure up the work, calculate the payments due to the Contractors, submit monthly progress reports and keep record drawings of the work as executed wherever it may be found necessary to depart from the Contract Drawings, and generally do all such engineering work required in carrying out a project of this nature.

All plans will be prepared in consultation with the Director of Public Works and submitted for his approval and, after such approval, no deviation will be made from same without his sanction.

The Director of Public Works may, however, require alterations to be made, from time to time, and such alterations shall be carried out in accordance with his instructions.

The Government will acquire such lands as it may be necessary to resume for the carrying out of the work and pay compensation.
