I enclose for your information copies of 2 letters which the Acting Director of Public Works has, under my instructions, written to Messrs. Denison and Ram.

The arrangement now concluded is that a contract should be signed between myself as principal and the Contractor. Messrs. Denison and Ram will be the Engineers in charge and the Acting Director of Public Works will be Consulting Engineer and Arbitrator. Payments will only be made on certificates signed by the Engineers and countersigned by the Acting Director of Public Works.
