Postage stamps are necessary. I am at present in communication
with the Crown Agents regarding the new issues of postage
this subject.

The expenditure for the above has been
recommended by the Finance Committee of the Legislative
Council, which includes all the Unofficial Members, who are
fully alive to the necessity of improving the system of stamp-
ing now in vogue in this Colony.
