Retirement of Lifbarrington.

Copy to Lifbarrington. Recommends that leave on half pay be granted him from expiration of his present leave to say May when he proposes to retire.

Mr. Lucas

This officer arrived in Hong Kong on the 13th May, 1896. Since then he has had 3 months full pay leave, and 1 seven months half pay leave, and 3 months full pay leave, and 8 months and 2 days half pay leave.

Hamilton calculated that four months half-pay leave was all he could reasonably claim. He had leave to B. Guiana and on his return he has not had as much as four months on half pay. Cannot conceive any reasonable ground for not granting...
