Having been associated with and actively engaged upon the large works carried out during the period of greatest development in the Colony's history, the revenue having increased from $2,611,857 in 1890 to $4,202,587.12 I claim to have special knowledge of the requirements with regard to future developments.

I am well acquainted with the wants and peculiarities of the large Chinese community and have already submitted to His Excellency Sir Henry Blake, G.C.M.G., a proposal for improving the housing accommodation for the working class of which it is so largely composed.

Prior to entering the Colonial Service I had 14 years' experience as an Assistant in various Engineers' offices and in charge of works and my training was of a varied description, including a good deal of Dock and Harbour work, which is of great benefit to me in my present position.

I append the following enclosures which are copies:
