Fendosure to Goon Despato's No. 291/01.
Sir,
Public Works Office
Hong Kong

I have the honour to apply for the post of Director of Public Works in this Colony, which Mr Ormby informs me is about to vacate upon his retirement on pension.
I have now completed 11 years' service in the Colony; 8 years as Senior Executive Engineer and 3 as Assistant Director Public Works. In the former capacity, I had full charge of the most important Public Works carried out between 1890 and 1898 and, in the latter, my duties have been of a more extensive nature and have included the general direction of the Praya Reclamation Works, which are of considerable magnitude.
This is the fourth occasion upon which I have acted as Director of Public Works during the temporary absence of Mr. Cooper or Mr Ormby and, upon those occasions, I have had to advise the Government upon numerous important matters, some of which were of moment.
The Right Honble Joseph Chamberlain
Principal Secretary of State for the Colonies.
