In reply to paragraph 2 of your Despatch No. 23 of the 15th of last January, I have the honour to transmit for your consideration and approval the enclosed report of a Committee appointed by me, and consisting of the Acting Director of Public Works, the Acting Colonial Treasurer, the Deputy Superintendent of Police, and Mr. D. Wood of the Public Works Department, recommending certain increases in the House Allowances of a list of Officers in the Civil Service of this Colony.
2. Such allowances are not only granted to those Officers who are required to live in a particular part of the town near to their work, as the uniformly high rents in the Colony would make such a distinction valueless for practical purposes.
3. I am considering the possibility of erecting by degrees Government buildings and letting them to Public Officers at moderate rents, but I fear it may not be possible to introduce such a scheme on anything like a large scale into a Colony such as Hongkong, where suitable sites ...
