of all long sentence prisoners
are periodically submitted for revision, the rule to which the Governor refers
relates to life sentenced
Suggest
that when the rules
are next amended, provision should be
made therein for the revision of all boy sentences
in accordance with the provisions of the Circular 1997 embodied.
The rule to which
the Governor
refers is the old 1889 rule (Circular 1 of 1882) #79 but
