The effect of the promotions
on the last page
is summarised
in Mr. Dixon's report. It amounts:
to an increase
of £180 a year immediately,
and ultimately £240 a year.
The
cost of the bonuses for a knowledge of colloquial English cannot be estimated.
I think we should approve
these proposals, as it is highly desirable to give the Shanghai P.O a chance to make itself efficient.
These changes only
affect Chinese employees, whose
salaries will in-
crease
