Government House,

Hongkong, 24th July, 1901.

E.

I have the honour to request your sanction for the appointment of an officer to be called Translator on the staff of the Registrar General's Office with a salary of $175 rising by annual increments of $10 to $250 a month.

The need of the services of a competent translator at the Registrar General's Office has long been felt. When Mr. Stewart Lockhart was Registrar General he called my attention to the unsatisfactory state of the translation work of the Registrar General's Office and pointed out that the only remedy would be to secure the services of a really good translator, capable of undertaking the translation work of the Government under the supervision of the Registrar General.

3.

At the time when my attention was first called to this matter I did not feel justified in recommending an increase to the staff of the Registrar General's Office.

To The Right Honourable

JOSEPH CHAMBERLAIN, M.P.
