In accordance with paragraph 90, Section 2, Chapter 4 of the Rules and Regulations for His Majesty's Colonial Service, I have the honour to transmit for your approval and confirmation the attached copy of Executive Council minutes relating to the case of Mr. John Mills, Inspector of Nuisances attached to the Sanitary Board.

It was found necessary to prefer against Mr. Mills the charge of soliciting and collecting subscriptions, in aid of the expenses of his defence in the case of manslaughter in which he was recently involved, from certain Chinese persons residing within the Health District of which he had charge.

I attach also the written statements of Mr. Mills in which he pleaded guilty to the charges.

As there were extenuating circumstances in this case it was advised by the Executive Council that Mr. Mills should be punished in the manner now reported, an advice in which I concurred.
