I have the honour to acknowledge the receipt of your despatch No. 267, of the 23rd July inclosing a clinical report on malaria drawn up by Dr. J. Bell and Drs. L.G. & Stewart at the Government Civil Hospital in Hong Kong during the last half year.

I have perused this report with interest, and am communicating it to the London & Liverpool Schools of Tropical Medicine.

(Subject.) Charges against Dr. Mills reports of having procured subscriptions to defend himself against charge of manslaughter and reports that his salary has in consequence been reduced.

I was rather inclined to accept his explanation and not punish him at all. His action was certainly improper but it appears to be no Rule or Regulation on the subject. But, on the whole, I suppose we have approved this reduction.
