4. I understand from your despatch that the Apartments will be utilised for the provision of a new Slaughter House in Kowloon. If this is carried out, I shall have to make distinct arrangements.

The proposals, including the slaughter house and estimates, amount to $5,580. An additional proposal amounts to $743.
I understand your proposal is to hand over the Slaughter House to the Sanitary Board, which has hitherto been under the control of the Government. I shall be glad to hear further explanation on this subject.
As I understand from your despatch (and from Enclosure to your despatch), the Depot, of which the Board already has charge, will be combined with the Slaughter House; that this will involve an additional charge of $3,585 for the staff of the combined Establishments, but that the Ton and the rent hitherto paid for the Slaughter House will be more than compensated by $2,000 from persons using the combined Establishments, and that the fees so received may be regarded as a set off against the additional Expenditure on this staff. I shall be glad to be informed if the above is a correct view.
