Enclosed, I beg to hand to you copies of correspondence between myself and the Chinese Imperial Post Office which from the accompanying circular you will observe have been seen by most of the influential residents and others representing various societies using the Postal facilities of Chefoo.
At the present moment the following Post Offices are established in Chefoo, viz. German, Russian, Japanese and French, and
why there is not a British Post Office is a general subject of comment, considering that the bulk of the correspondence brought here is British.
By the establishment of a British Post Office no such charges as are made by the Chinese Imperial Post Office would be incurred and it would increase the feeling of security with regard to correspondence generally.
If you will kindly bring this before the notice of Her Majesty's Government so that the British public may be placed on the same footing as the nationalities above mentioned, it would be esteemed a favor by those concerned.
