at Victoria English School in this Colony, while the latter
comes direct from the first form of Queen's College, Hong-Kong.
They were appointed on the 22nd ultimo and 4th instant respectively, and I recommend that, on the completion of a term of
3 months probation, they should, if their work is considered
satisfactory, be retained in the Colonial Secretary's Office
at a salary of $600 rising to $1,200 per annum by yearly increments of $120. At the end of 5 years when Messrs. Rapp and
Elias will in due course have earned a salary of $1,200 per
annum,
the question of their permanent appointment as Clerks
in the Colonial Secretary's Office and of their promotion into
the 4th class of the subordinate Civil Service with a salary
of $1,200 rising to $1,500 by $60 biennially can be considered.
13. I append a schedule showing:-
(a) The present expenditure on account of the
subordinate staff of the Colonial Secretary's Office as
approved by you in the Estimates for the current year.
(b) The ultimate expenditure on account of the
subordinate staff, the salary of each Clerk being taken
at its highest figure.
(c) The immediate expenditure which will result if the recommendations contained in this despatch
are approved.
(d) The ultimate expenditure which is contemplated in this despatch.
