7. As Fifth Clerk I recommend the appointment of Mr. M. E. Asger, who was appointed Temporary Clerk in the Colonial Secretary's Office on the 4th of last December. At that time as it was not found possible to obtain a suitable Clerk for a smaller sum, Mr. Asger's salary was fixed by agreement at $1,200 rising to $1,800 by $120 annually, and I see no reason to alter the terms of that agreement for the present. When Mr. Asger has earned his maximum salary of $1,800, the question of his promotion into the third class of the subordinate Civil Service should be considered.
8. For the appointment of Sixth Clerk, I recommend Mr. F. X. H. do Rozario, who has now had 5 years' experience of work in the Colonial Secretary's Office. The present salary of Mr. Rozario is $480 rising to $600; but I recommend that he should at once be raised to the fourth class of the subordinate Civil Service with a salary of $1,200 rising to $1,500 by $60 biennially.
9. Only six permanent Clerks were allotted to the Colonial Secretary's Office in the Estimates for the current year; but it has been evident for some time past that the staff of that department has been undermanned, and I am now of opinion that three more Clerks will be required to cope with the constantly increasing amount of work that passes through the Colonial Secretary's Office. Accordingly I recommend that the full staff of that office should consist of nine Clerks,
