3. For the post of Second Clerk in the Colonial Secretary's Office, I recommend the appointment of Mr. R. H. A. Craig, who has been in charge of the General Branch in that office since the 10th of last March. I recommend that he should be placed in the third class of the classification scheme with a salary of $1,800 rising to $2,100 by $60 biennially.
4. I am of opinion that the Third, Fourth and Fifth Clerks in the Colonial Secretary's Office should also be placed in the third class of the subordinate Civil Service. I do not, however, recommend that this should be done immediately.
5. I recommend that Mr. F. F. Remedios should retain his present post of Third Clerk with his present salary of $1,200 rising to $1,800; but, in view of the fact that Mr. Remedios has already served eleven years in the Colonial Secretary's Office, I would suggest that his salary should rise by increments of $300 instead of $60 annually. If, when Mr. Remedios reaches the maximum of his present salary, it is decided to promote him, he should then be placed in the third class with a salary of $1,800 rising to $2,100 by $60 biennially.
6. For the post of Fourth Clerk I recommend Mr. F. A. Cordeiro, whose present salary is $1,200 rising to $1,600 by $60 annually. Mr. Cordeiro has already served for 14 years in the Civil Service of this Colony and is at the present time the senior among the subordinate staff of the Colonial Secretary's Office.
