In the exceptional circumstances reported in your despatch No.21 of the 13th of July last, I am directed by the Marquis of Salisbury to inform you that you are authorised to send distressed British subjects who apply to you for relief, to Hongkong, whence they can, if necessary, be repatriated to the United Kingdom.

His Lordship expects, however, that you will exercise a careful discrimination in dealing with such applications and request that you will furnish to this Office, at the end of each quarter, a statement with full particulars of all cases in which a passage to Hongkong has been granted.
