I have the honour to transmit for your consideration a copy of the correspondence noted in the margin, respecting the new dock contemplated by the Hongkong and Whampoa Dock Company.
You will observe that Mr.Gillies accepts conditions 2, 4, & and 3 proposed by His Excellency the General Officer Commanding but suggests a modification of condition 1, and declines to accept conditions 3, 5, and 6. In these circumstances, I shall be glad to be informed of your views on this question,
