I have the honour to forward herewith, for your Excellency's information, a copy of a letter I have addressed to the Secretary of the Admiralty on the subject of the Dock Accommodation for His Majesty's Ships at Hongkong. Mr. Keswick, M.P., having complained of the very serious loss sustained by the business of the Colony by the delay in the construction of a new dock, caused by the conditions attached to the sale of land for docking purposes, viz.: that the British Fleet must have preferential rights of docking at any time.
