I have the honour to acknowledge the receipt of your letters Nos. 1830 and 1398 of the 17th and 19th ultimo respectively and the enclosures in those letters, namely (1) Copy of Commodore Powell's letter of the 30th May last to the Vice Admiral Commanding in Chief; (2) Copy of Mr. Ordish's letter of the 24th May, to the Commodore; (3) Copy of Mr. Chatban's Memo addressed to Colonial Secretary (undated) all dealing with the proposals submitted by me in my letter of the 2nd May, for the removal of the Royal Naval Yard from its present position in the centre of Victoria to Kowloong.
May I be permitted to offer my hearty congratulations to His Excellency on the favourable reception accorded to these proposals by the Naval Authorities more immediately concerned and on the prospect, opened up by the Communications under acknowledgment, of the speedy unification of the City of Victoria and of the termination of most of the difficulties under which the Colony has laboured in its efforts to provide a remedy for overcrowding and for the many Sanitary evils that follow in its train.
His Excellency will have done a great work if he can carry to a successful conclusion a task now so satisfactorily initiated. There are no objections raised in the papers now before me to the creation of a Naval Establishment at Kowloong and to the transfer to the Colony of the site of the present Naval Yard that do not resolve themselves into questions of money, and the Colony
