In 1894 when the Extension of the Naval Yard at Hong Kong had been definitely approved, the estimated expenditure was £575,500.

This amount was increased to £1,275,500. W. L. Act. 1899 indicating that the needs of the Navy required a larger establishment than at first anticipated. In fact, in the original scheme some items were not included, now a much larger scheme is contemplated - one dock has been added and another is contemplated as stated in letter W. L. 2993/20 dated 7th January 1901. In reply to the application for a stepways extension on the Western Boundaries of the old Naval Yard, it is noted that absolutely further buildings are required as the space is left for any extension of existing ones.

From the known growing requirements for workshop accommodation, the extension will, when completed, be equally congested having no space for further expansion.
