I have the honour to forward herewith a letter I have received from His Excellency the Governor with reference to the removal of the Naval Yard at Kowloon.

As regards the general principle of concentrating the whole of the Naval Establishments on the site proposed North of the present Depot, I am entirely in favour; the principal drawback to the scheme now in progress is that there is no room for expansion in the future and we shall be left with the two separate establishments as before.

The principal objections to the Kowloon scheme are the large quantity of dredging that will have to be undertaken, the probability that dredging will have to be more or less continuous to maintain the required depth and the fact that the anchorage off the proposed site is entirely open to the East, which, from my experience of last November, is a serious drawback.
