can be
that hi Ka Chark, the Chief of the Canton Police, and probably other high Chinese officials instigated it, and I regret to have to add that there
a good deal of evidence to show that by Sun-Shang alias ng to Sam was
in the murder.

It was retained for the prosecution in this case.
I have submitted all the papers attached to the Acting Attorney General and Francis that the banishment of by sui Shang should be taken into consideration.
Personally as Captain Superintendent of Police I recommend his banishment. He is a native of Jung Kun and is not a naturalised British subject.
He has undoubtedly in the past been of assistance to this government in giving information of the presence in the Colony of bad characters, and in other directions.
But I regard him guilty of complicity in the murder of Attorney General Dur Francis, and will find but Pollock's opinion written after Consultation with Mr Francis.
I understand from both gentlemen that if it were an ordinary criminal case devoid of all admixture of politics they would probably risk a prosecution.
In the circumstances, and having regard to the Evidence, I concur in the views expressed by Mr Pollock (and I presume shared by Mr Francis).
I have stated that he is a dangerous person to have in the Colony.
