to a plot of which YANG CHU YUN was the instigator to blow up (certain Yamens). Now Yang Hsiang Pu's evidence shows in the same manner that Yang Chu Yun was certainly the principal criminal—leaving no shadow of doubt. How can this murderous wretch, this virulent ruffian, still be within the pale of humanity? If he be not severely punished and thus serve as a harsh warning to put a stop to evil plots, the ills which may result will not bear consideration. It is my duty to forward copy of the evidence for your inspection, and to beg you to be so good as to communicate with the Governor of Hong Kong asking him to at once give orders for energetic measures to be taken to effect the man's arrest and send him to Canton for trial—thus will the whole population be benefited and friendly relations consolidated. If you wish yourself to go to the head police or to send a deputy thither and be present at an examination of Yang Hsiang Pu and afterwards make copy of his evidence to be sent to Hong Kong for consideration, I beg that you will fix a day for this and let me know. I earnestly trust that my request (in this matter) can be complied with.
