proper for our police to cross over the boundary to make arrests. It is therefore our duty to present

Y.E. to ask H.M.'s this report and to request Consul General to apply to the Governor of Hong

Kong and Leg His Excellency to give imperative orders for the arrest of this man, to be sent up to Canton

in the interests of and duly charged and tried, and for China and foreigners alike, on no account to let this criminal slip through the meshes of the law.

Having received this I would point out that Hong Kong and Canton Province being so close together, conditions

of peace, or of danger are common to both, and that when criminals take advantage of Hong Kong to plot disorder, it is to our common harm. Now it is an open and notorious fact that Yang Chu Yun the arch criminal is lying perdu in Hong Kong, collecting followers,

looking for an opportunity to make trouble and that he is a desperate and wicked man. I have therefore the honour to request that you will be so good as to

write speedily to the Governor of Hong Kong, to order the arrest of this man Yang Chu Yun and ensure his

being brought up for trial.

If you will inform me by despatch (of the reply) I will appoint a deputy to effect the extradition in accordance with regulations, and bring him to Canton to stand his trial and receive punishment so that the seeds of disorder may be destroyed. Thus, too, will

friendly relations be confirmed.
