I have the honour to inform you that I have received a despatch from the acting Viceroy respecting one Yeung Chu Yun, accused by the head police office of Kwang Tung Province of being the chief of a conspiracy to blow up with dynamite several of the principal official residencies in this city. His Excellency states that this man is now in Hong Kong, asks that he may be discovered and extradition granted for him and states that he is prepared to send a deputy to the colony to comply with the necessary formalities. I have the honour to enclose a copy of the Acting Viceroy's despatch, and to request that you will inform me for His Excellency's information whether extradition can or cannot be granted.
