suffering from bubonic plague
may be permitted to leave the
Colony for Canton and its
adjacent districts be revived
and to come again into force;
and that if necessary for this
purpose, Your Excellency may
be pleased to communicate the
substance of this Petition by
wire to the Right Honourable
The Secretary of State for the
Colonies and to obtain his
authority and Sanction.
Your Petitioners further pray
that if the aforesaid regulations
be definitely held to be in
direct contravention of the
spirit and letter of Chapter I

and could not therefore be
permitted in any way to come
again into force, then may
Your Excellency be pleased to
consider the advisability of
withdrawing Hong Kong from the
Convention.
And your Petitioners will as
