Support an appeal from Chinese and from Viceroy applying for permission for plague patients leaving Colony and returning home.

Venice Convention did not contemplate such circumstances as these. Majority of Hongkong Chinese have homes and families in neighbourhood Province where they go when sick.

Prohibition irritates people. Discovered persons retailing plague irritates people: producing no effect.
