From the Governor, Hongkong, to the Secretary of State, London, dated 14th June, 1901.

Referring to my telegram of 30th May, I have received further Petition from 324 Chinese Merchants and others representing Chinese inhabitants of Hongkong. Viceroy Canton also requests permission for cases of plague to return to Canton in accordance with precedent 1900.
Already perceptible increase in return to Canton. Great inconvenience caused by Chinese emigration; such means as are at disposal cannot prevent smuggling cases of plague out of Colony. Strongly recommend return to previous order. Telegraph reply.
