I thumbs it right to point out, as some misapprehension seems to prevail on this point, that my decision is not founded on any assumption that introducing Circulation such as that in question would be a contravention of the Venice Conventions. Back then, Regulation though it would not be a contravention of the party Convention, would most certainly be cautious to the principles of modern Sanitary Science and political morality on which that convention is founded.
