4. As regards paragraph 3 of your despatch,

it is not possible to increase the emoluments of these two ladies by providing them with free quarters, because this Government has no such quarters at its disposal.

5. The salary which it is proposed to give to the Second Assistant Mistress is not more than, in my opinion, is necessary for an educated lady to maintain herself upon in moderate comfort in this Colony at the present time when rent and the cost of clothes and foodstuffs are high. And if this salary, for these reasons, be allotted to the Second Assistant Mistress, the preservation of a due proportion between the salaries of the three European Mistresses adds force to my proposals regarding the salaries of the Head Mistress and First Assistant Mistress.
