existing damper gear is quite inefficient, and entirely new gear is necessary, which should be not only that part tinted red in the sun print furnished by Messrs. Chance Brothers but also the connections therewith partly shown in white which at present do not exist.

It is also considered advisable that there should be an alternative means of adjusting the damper apparatus from the outside of the lens, in addition to that shown inside.

6. I propose to take a vote for $6,000 this year to enable a commencement to be made on the tower and quarters required at Green Island, and I shall place a vote for $7,000 in the Estimates for 1902 to complete the work.

The total sum of $13,000 will cover the price of the apparatus and the cost of the necessary buildings.
