In forwarding the Establishment returns for this Department for June, I desire to point out the urgent necessity for increasing the staff or making it capable of carrying out the public works in hand and those about to be undertaken. The progress is not satisfactory.
I feel diffident in dwelling at length on my plans, but I would fail in my duty if I did not point it out. It is engineering alone that we have to deal with.
