I have already learned from a telegram that, in view of the extremely serious character of the outbreak of bubonic plague in Hong Kong, I do not think that the Govt. of the Straits Settlements can reasonably be called upon to withdraw this prohibition until their views have received full consideration.

I have accordingly instructed the Agent that he may be furnished with a full report. I would observe that under the Venice Sanitary Convention special measures are applied to ships conveying immigrants.
