In continuation of my Despatch No. 151 of the 22nd of last April, I have the honour to transmit to you the enclosed letter of the Chief Manager of the Hongkong and Whampoa Dock Company Limited.

The remark of Mr. Gillies at the passage of his letter which I have marked "A" is misleading, as the case referred to is not at all parallel. In the case of Messrs. Butterfield and Swire, apart from the fact that the Director of Public Works had unwittingly misinterpreted a conversation with me and consequently offered terms which were unauthorized, but which induced me to modify the amount which I had stated, the firm in question were obliged to purchase the goodwill of a large number of squatters and to deflect the public road.
