Sir,
Referring to my despatch No.499 of 17th November, 1900, and to your despatch No.32 of 21st January, 1901, on the question of engaging an Inspector and six Constables for the Water Police of this Colony, through the Naval Employment Riley Agency, I have the honour to inform you that, whilst Mr. ... was secured as Inspector by means of that Agency, the Crown Agents have reported their inability to procure Constables in that manner and have stated that they were applying to the London Metropolitan Police Force and to the Liverpool Force for recruits for the Water Police of this Colony.
2. The Crown Agents also informed this Government, under date 26th April, 1901, that they had entered into agreements with Messrs. A. J. Holdway and W.J. Wade of the London Metropolitan Police Force to serve as Water Police Constables in Hong-Kong.
3. I should be glad to be informed what was the difficulty in the way of obtaining recruits through the Naval Employment Agency, as it might be possible to remove such difficulty in the future.
