Sorters at the Shanghai Post Office, as mentioned in that despatch, should be assisted as recommended.
2.4. I have considered your proposal that the Postmaster General should be authorised to grant an allowance of up to £1,500 to the managers of the postal agencies in China; but I do not think that, on the facts as put forward in your despatch and its enclosures, a sufficiently strong case is made out for approaching the Imperial authorities in the matter. I shall therefore be glad if you will reconsider this question.

I take this opportunity of observing that I did not gather from your despatch No. 202 of the 3rd June and its enclosures what I now infer from all Lewis' minute on the case, viz. that it was not intended that the officers whose posts are printed in italics in the Classification Scheme should receive increments. I should be glad to know if I am right in drawing this inference, and, if so, on what grounds and when this decision was taken.
