With reference to my despatch No.202 of the 3rd June, 1901, enclosing copy of the scheme of Classification of Salaries of the Subordinate Civil Service, I have the honour to state that the First Clerk and other Clerks of the Shanghai British Postal Agency have asked for an increase of salary.
2. In order to meet their request, I recommend that the Classification Scheme be amended in the manner proposed in the enclosed copy of a minute by the Acting Postmaster General.
3. I also enclose copy of a joint report by the Treasurer, Mr. Thomson, and the Acting Postmaster General, Mr. Lewis, upon the Revenue and Expenditure of the British Postal Agencies in China for 1900. This report shows a small balance of Revenue over Expenditure to the extent of $492.54, but reveals that the Shanghai Postal Agency was conducted at an estimated loss of $6,317 during 1900.
