The sub-committee's scheme recommends it takes effect from a certain date except in so far as it concerns the Collector's office:

In another despatch (23433), the Governor proposes a slight alteration in this scheme as regards the staffing and the total cost. I am dealing with the Post Office. It makes no practical difference.

I have no option but to accept these proposals, generally speaking. We are still in the dark as to the accounts.

... Mr. May's minute is not much use without the remarks of the Heads of Departments.

Moreover, the Governor gives a list of offices which have not been included in the scheme, although they were included in the Committee's scheme.
