I have now therefore the honour to enquire
whether Your Excellency will accede to the request of
His Excellency the Governor of Hongkong and will consent
to the presence of an Officer either of this Consulate
or of the Government of Hongkong at the trial of all persons surrendered by the Hongkong Government under the
Extradition Ordinances, it being understood that such
Officer will take no part in the proceedings and that
the privilege shall in all particulars be reciprocal.
I am directed to report to His Majesty's Minister
Your Excellency's reply, with which I venture to hope
Your Excellency will favour me at as early a date as
possible.
