this difficulty is removed by the instructions conveyed in the Despatch of the 8th ultimo from His Majesty's Minister at Peking, His Excellency requests you to be good enough to depute a Consular Official to attend the trial of the men to be extradited and satisfy himself in accordance with these instructions that no torture has been applied.
4. His Excellency will feel obliged if you will be good enough to forward to me for his information a copy of the application made to the Viceroy in accordance with the instructions received from His Majesty's Minister, and of the Viceroy's reply. His Excellency the Governor proposes to forward them for the information of His Majesty's Government, as the concession constitutes an important advance on the understanding secured in 1882.
