I have received a Report from the Heads of the Kwang Tung Chief Police Office and the Military Bureau to the following effect.

With reference to the startling dynamite explosion resulting in the death by crushing of several persons which occurred at dawn on 28th November in a house in the Hou Lou Fong Street, we have the honour to state that subsequently the capture of a rebel named Shih Ching Ju was effected. This man admitted on examination that, incited by the principal criminal Yang Chu Yun to collect a band of men and plot evil deeds, he had joined with one Sung Shao Tung in a conspiracy to blow up the Governor's Yamen and seize the opportunity to commence operations. They concealed a quantity of dynamite in a house in the Hou Lou Fong Street, the explosion of which killed several people. The scheme was also to blow up the Tartar-General's Yamen, Treasurer's Yamen, and the Kuan Yin Hill Powder Magazine inside the City Wall, and the Arsenal, but it was not accomplished. Yang Chu Yun had appointed prisoner Chief Leader and Director for Canton City and directed him to superintend the transmission of funds. Prisoner also said that they had for name and sign "The Guild of China's Exaltation".

Shih Ching Ju was executed, sanction having been duly obtained, and the members of the confederacy disclosed by the evidence are being rigorously hunted down. Detective now reports the discovery that the arch-criminal Yang Chu Yun is now concealing himself in Hongkong, and again collecting confederates with a view to making trouble.

We would point out that this arch-rebel Yang Chu Yun, having started what he calls the 'Guild of China's Exaltation', actually had the daring to plot explosions in the Yamens, hoping for an opportunity to commence operations, and that, if the plot...
