I have the honour to inform you that I have received a despatch from the Acting Viceroy respecting one, Yang Chu Yun, accused by the Head Police Office of Kwang Tung Province as being the chief of a conspiracy to blow up with dynamite several of the principal official residences in this City. His Excellency states that this man is now in Hongkong, asks that he may be discovered and extradition granted for him and states that he is prepared to send a deputy to the Colony to comply with the necessary formalities.

I have the honour to enclose a translation of the Acting Viceroy's despatch, and to request that you will inform me for His Excellency's information, whether extradition can or cannot be granted.
